This inaugural volume presents a comprehensive framework to position Hong Kong as a Web3-enabled International Financial Centre. A New Vision for Financial Innovation

The Hong Kong Web3 Blueprint outlines a multi-year roadmap to position the city as a Web3-enabled International Financial Centre. Drawing on extensive industry consultation, the report addresses both opportunities and systemic challenges, proposing policy, regulatory, and infrastructure reforms to unlock the potential of decentralised technologies. The report emphasises how Web3 can enhance financial inclusion, strengthen transparency, improve market efficiency, and enable programmable, cross-border economic activity. Through the lens of blockchain, smart contracts, decentralised identity, and digital assets, the Blueprint sets out practical steps to future-proof Hong Kong’s financial services sector.

Sectoral Priorities and Technological Foundations

The Blueprint identifies five high-impact areas where Web3 can accelerate growth and innovation: open finance, capital formation, asset and wealth management, carbon markets and impact investing, and international trade and supply chain finance. These are aligned with Hong Kong’s existing strategic strengths and policy goals. To support these sectors, the report introduces six foundational capabilities of Web3—referred to as "Superpowers"—including decentralisation, composability, digital identity sovereignty, automation, and enhanced transparency. These capabilities form the technological basis for reimagining traditional financial infrastructure.

Implementation Enablers and Ecosystem Development

The successful deployment of Web3 solutions will depend on five critical enablers: talent development, robust market infrastructure, consistent standards, regulatory clarity, and funding strategies. Each enabler is analysed in detail, with the report offering actionable recommendations across public and private sectors.

Talent is highlighted as a key priority, with proposals to expand blockchain education, attract global professionals, and upskill the existing financial services workforce. The report also calls for investment in infrastructure that supports interoperable, secure and scalable blockchain applications, alongside international cooperation to establish regulatory and technical standards.

A Collaborative Path Forward

This Blueprint is the result of extensive engagement with financial institutions, regulators, entrepreneurs, academics, and policy experts. It offers a shared vision for Hong Kong’s Web3 future and provides a practical framework for action across industry and government. As a platform dedicated to empowering startups and innovators, WHub supports this initiative as a meaningful contribution to strengthening Hong Kong’s position as a digital finance leader.
